Current status of Municipal Heat Planning in Germany

We use various methods to find out which municipalities have already drawn up a heating plan and where the planning process is currently underway. This data flows into the KWW heat transition atlas (to the German website), which is currently only available in German.

This overview provides an initial insight into how many German municipalities have already engaged with their heat planning.

• No guarantee that the information is correct is provided.
• Some federal states have state laws that obligate cross-municipal administrative structures such as municipal associations, administrative communities, joint municipalities or similar structures to draw up heating plans for their local/member municipalities. These obligated inter-municipal alliances are shown in the heat transition atlas as ‘Municipal Heating Plan in convoy’ and are outlined accordingly. Whether these obligated convoys have already started heat planning is, however, still unknown in some cases and therefore some convoys are listed as ‘Status unknown’.
• In providing this information, the KWW is unable to state whether the respective Municipal Heating Plan is valid or correct in accordance with the requirements of the Act on heat planning and the decarbonisation of heating networks.
